Telangana government is soon going to launch Crop Loan Waiver Scheme to benefit farmers of the state. Now the TS govt. has proposed to waive off all agricultural term loans upto Rs. 1 lakh outstanding farm loans of farmers. This TS Farm Loan Waiver Scheme is the next major step of the KCR govt. for farmers welfare after the introduction of Rythu Bandhu Scheme. As part of its efforts to woo farmers ahead of the elections in line with the Bharat Rashtra Samithi (BRS) campaign slogan Ab ki baar kisan sarkar, the Telangana government, led by Chief Minister K.Chandrasekhar Rao, plans to offer farmers a New Year’s gift in January – waiver of agricultural loans of up to Rs 1 lakh, which has been pending since the 2018 Assembly polls. Chief Minister K. Chandrasekhar Rao who also holds the finance portfolio has now announced to start Telangana Farmer Loan Waiver Scheme.

The state govt. of Telangana has come up with this TS crop loan waiver scheme so that the loans which have been undertaken by the farmers of the Telangana state can be waived off if they are not able to pay it back. Through the implementation of the TS Farm Loan Waiver Scheme, the farmers of the Telangana state will be able to live life happily and without any financial burden of loans and advances that they have taken from any of the people to carry on their daily livelihood. The state govt. of Telangana has proposed to waive off all agricultural term loans upto Rs. 1 lakh which are outstanding till the cut-off date.

While the government waived loans up to Rs. 25,000 in the first phase in 2020 and up to Rs. 50,000 in the second phase in 2021, the CM has decided to waive loans up to Rs. 75,000 and up to Rs. 1 lakh in two phases beginning in January. Farmers will receive cheques from the government rather than direct cash deposits into their bank accounts this time.

Benefits of TS Crop Loan Waiver Scheme

All the farmers who get enrolled in Telangana Crop Loan Waiver Scheme would be able to avail the following benefits:-

  • Crop Loan Waiver will be given up to Rs. 1 Lakh to the farmers in five phases.
  • The state government has promised to waive off the crop loan of Rs. 25000/- in the first phase
  • The rest incentives will be given from Rs. 25000 to Rs. 1 Lakh in the next four phases in four years.
  • For the first phase, the government has sanctioned the budget amount to Rs. 1,198 crore.
  • For the next four phases, Rs. 24,738 crore is sanctioned.

In August 2021, the Cabinet chaired by Rao decided to waive crop loans up to Rs. 50,000 that were credited to farmers’ accounts between August 15 and August 31. During the 2018 December Assembly elections, the CM promised to waive crop loans up to Rs 1 lakh if re-elected. The TRS retained power. It was projected at the time that the scheme would require Rs 25,000 crore to waive the crop loans of 36.8 lakh farmers. After realising that it would be difficult to sanction the sum at one go, the CM decided to implement the scheme in four phases.

TS Crop Loan Waiver Scheme Registration Guidelines

In this TS Farm Loan Waiver Scheme will cover short term production loans and crop loans against gold disbursed to farmers in the Telangana State by scheduled Commercial Banks, Cooperative Credit Institutions (including Urban Cooperative Banks) and Regional Rural Banks collectively called as the “lending institutions”. The Amount eligible for waiver will be upto Rs. 1.00 lakh (principal together with applicable interest) per family. The farmer family is defined as head of family, spouse and dependent children.

Gold Loans availed from Urban and Metropolitan Banks/Bank branches as Crop Loans shall not be eligible for waiver. However, Loans availed from the Urban/Metropolitan branches, which have rural areas also as their service areas are eligible for Loan waiver. The farmers who have outstanding loan upto Rs. 25,000/- only waived off in the 1st Phase.

The Government vide G.O Rt No.206 dt 11.05.2020 had issued the Amendment Guidelines for crediting the benefit to the Loan Accounts of the eligible farmer instead of A/C payee Cheque. But this time in the year 2023, cheques would be distributed rather than DBT mode. For monitoring the data, Logins have been provided to District Collectors, District Agriculture Officers and for updation of errors Logins have been provided to Agriculture Extension Officers. Implementation of Telangana Farmer Loan Waiver Scheme

CM KCR has mentioned that clw.telangana.gov.in online portal has been developed for undertaking the activities related to the Telangana crop loan waiver scheme. Through the implementation of the website many farmers will be able to register themselves under the scheme while sitting at their home. The banks will prepare a village-wise list of farmers with outstanding loan amounts in a prescribed format. The report will be submitting to the authorities concerned. A district-level bankers committee meeting will be held before finalizing the eligible list of farmers and commencing the distribution of cheques to eligible farmers.

What are Eligible Loans in TS Crop Loan Waiver Scheme

The following loans will be waived off of the farmers of the Telangana state:-

  • Short-term production loans
  • Crop loans against gold given by Scheduled commercial banks
  • Crop loans against gold given by Cooperative credit institutions including Urban cooperative banks, Regional rural banks

Not Eligible Loans in Farm Loan Waiver Scheme

The following loans are not eligible to be waived off under the scheme:-

  • Advances against pledge
  • Hypothecation of agriculture produce other than Standing crops, Tie-up loans, Closed crop loan accounts/written-off loans, Loans to joint liability groups (JLGs), Rythu mithra groups (RMGs), Loan eligibility cards (LECs)
  • The loans that are restructured and rescheduled

Eligibility Criteria for Crop Loan Waiver Scheme in Telangana

Only those candidates fulfilling the eligibility criteria for Crop Loan Waiver Scheme in Telangana can avail scheme benefits:-

  • The applicant must be a resident of Telangana state
  • The applicant must be a farmer by profession
  • This scheme is applicable for all those crops that sanctioned the loan amount after 1st April 2014 and outstanding till 11 December 2018.

TS Crop Loan Waiver Scheme List / Status

Taking plight of the farmers into consideration in the state, the Government while giving priority to Agriculture sector has waived off the outstanding loans of all the farmers in the state. In the current dispensation, crop loans are usually sanctioned for a period of one year and rolled over at the end of the year on payment of interest. There are hardly, fresh few loans giving cash inflow to farmers thus forcing them to purchase high cost inputs on credit at a very high interest.

The Government of Telangana is convinced that unless this cycle is broken with crop loan waiver, farmers will remain trapped in perpetual indebtedness. Keeping in view this imperative, the Government of Telangana has once again formulated the Crop Loan Waiver Scheme 2024 following announcement made by Honorable Chief Minister in this regard. This scheme covers only institutional loans and does not cover loans from non-institutional sources.

Telangana Govt Expenditure on Farmer Loan Waiver

The government spent Rs 408 crore to waive crop loans of up to Rs. 25,000, which covered 2.96 lakh farmers. In the second phase, the government paid Rs 4,900 crore to waive crop loans of nearly 6.06 lakh farmers who had borrowed up to Rs. 50,000. The financial burden on the state government as a result of the agricultural loan waiver scheme has been reduced significantly, owing to the elimination of bogus claimants through cross-checkings with Aadhaar linkage, pattadar passbooks, and ration cards.

The government, using a special software, could easily detect multiple loan-takers in a single-family due to Aadhaar linkage and remove them from the list of beneficiaries as per the crop loan waiver scheme norm of ‘one family-one beneficiary’. In certain instances, individuals who had borrowed from multiple banks were identified and removed from the list of beneficiaries. Over 10 lakh multiple loan applicants were indentified and removed from the list of beneficiaries, which saved the state government almost Rs 4,000 crore in the first two phases.
