PM Garib Kalyan Anna Yojana 2023: The central govt. has extended the scope of PM Garib Kalyan Ann Yojana 2023 till 31 December 2022. Poor families will get free of cost food grains till the specified date under this PM-GKAY nutritional support scheme. Earlier, central govt. had revised guidelines for Pradhan Mantri Garib Kalyan Ann Yojana which was to run till September 2022 and now it will run till 31 December 2022. In the new form, there is no requirement of ration card or ID to avail food items under this PMGKAY scheme.

PM Garib Kalyan Ann Yojana Phase Wise Progress

Centre extends PMGKAY free ration scheme by 3 months. The scheme has been under implementation since April 2020 as the largest food security programme in the world. The food grain under PM Garib Kalyan Ann Yojana Phase 7 would entail an estimated food subsidy of Rs. 44,762 crore. Govt. has so far spent approx. Rs. 3.40 lakh crore and another Rs. 44,762 crore will be spent over the next three months till December 2022 taking the total expenditure under PMGKAY to nearly Rs. 3.84 lakh crore. The government has been giving rice and wheat to bulk consumers under the OMSS policy to improve availability in the domestic market and check prices. The Union Cabinet on 28 September 2022 (Wednesday) extended the Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) scheme for another three months – till December 2022 – with each beneficiary eligible to get an additional 5 kg free ration per month in addition to normal quota of foodgrains under the NFSA. The Phase-VI of PM-GKAY was to end in September. The scheme has been under implementation since April 2020 as the largest food security programme in the world.

PMGKAY Phase 7 Official Release

The release said the decision to extend PM Garib Kalyan Anna Yojana is in keeping “with the concern and sensitivity towards poor and vulnerable sections of society”. Release mentioned that PMGKAY will cover nearly 80 crore beneficiaries across India and like before would be fully funded by the Government of India. It added that “Under the extended PM-GKAY each beneficiary will get an additional 5 kg free ration per person per month in addition to his normal quota of foodgrains under the NFSA (National Food Security Act). This means that every poor household would get nearly double the normal quantity of ration”.

Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) is a scheme as part of Atmanirbhar Bharat to supply free food grains to migrants and poor. Around 80 crore people will get 5 kg free wheat/rice per person per month. This is over and above the regular monthly entitlements under National Food Security Act, 2013 (NFSA). Now central govt. has further extended the PMGKAY Scheme till December 2022 which was earlier slated to end in September 2022.

Benefits of PM Garib Kalyan Ann Yojana

Pradhan Mantri Garib Kalyan Anna Yojana is a food security welfare scheme announced by the Government of India in March 2020 and implemented from April 2020. The program is operated by the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution.

The scheme aims to feed the poorest citizens of India by providing grain through the Public Distribution System, to all the priority households (ration card holders and those identified by the Antyodaya Anna Yojana scheme). PMGKAY provides 5 kg of rice or wheat (according to regional dietary preferences) per person and 1 kg of dal to each family holding a ration card. The scale of this welfare scheme makes it the largest food security program in the world.

Extension of Pradhan Mantri Garib Kalyan Anna Yojana

The cabinet committee led by PM Modi on 28 September 2022 has approved that government will provide 5 kg of free food grains to millions of poor covered under the NFSA 2013 for the months of October 2022, November 2022 and December 2022 under the Pradhan Mantri Garib Kalyan Anna Yojana. This will be “over and above NFSA foodgrains and will be on the same pattern as the earlier Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY)”, it added.

PM Garib Kalyan Ann Yojana 2023 without Ration Card / ID Proof

This new free food distribution scheme will work without any RC or ID necessity to increase its coverage. As announced in the PM Garib Kalyan Yojana Package, govt. will provide food to more than 80 crore people absolutely free of cost. Each person will get 5 Kg rice / wheat per month. The free food distribution scheme will ensure adequate food supply to migrant labourers, daily wagers and urban poor who do not have required ration with them.

As per the recommendations from empowered groups and senior officials of govt., ration card and other ID requirements have been removed. This will enlarge access to food under PM Garib Kalyan Ann Yojana 2023 which is a flagship scheme of Modi government. Removal of ration card and ID proof requirement during free food distribution is an important step forward. It is necessary because many workers in unorganized sector are still not within the public distribution system (PDS) network.

Moreover, daily wage workers in other states may have left their ration card back at their home for their families to use. They rely on daily earnings to survive and are now quite helpless. So with this step, govt. wants that food items reaches all needy poor people.

PM Garib Kalyan Anna Yojana Announcement in Earlier PMGKY Package

The step of doing away of ID requirement in PM Garib Kalyan Anna Yojana will ensure that no one goes without food. The central govt. has enough food stocks in the godowns of Food Corporation of India, so this decision has been taken easily. As per the announcement in PMGKY package, the following are the features of this new PM-GKAY scheme:-

  • Around 80 crore people would be benefited.
  • All poor people including daily wagers, migrant labourers, urban poor etc would be provided with free ration.
  • For 3 months of October, November and December 2022, each family will get 5 kg wheat / rice (ration) per month absolutely free of cost.
  • The procurement is to be done through nearest public distribution centres or fair price shops.

It is felt that central govt. can push states to do away with paperwork requirements at-least temporarily. However, access to this free food requires showing the relevant ration card at the fair-price shops or public distribution centre stores.
