Central government has launched Scheme for Promotion of Academic & Research Collaboration (SPARC) web portal at SPARC aims to improve research ecosystem of higher educational institutions in India by facilitating research & academic collaboration b/w Indian institutions and world’s best institutions. Around 600 joint research proposals will be awarded for 2 years in areas of science & technology or of social relevance.

Only joint research projects submitted by an Indian institution / university with participation of a foreign university, stating the problem to be addressed, the research team, the approach and outcomes from the project shall be considered. SPARC scheme will be implemented till 31 March 2020 at a total cost of Rs. 418 crore.

Indian Institute of Technology (IIT) Kharagpur is the national coordinating institute to implement the SPARC programme.

SPARC Scheme Eligibility & Features

MHRD launches SPARC Scheme Portal in New Delhi to promote academic and research collaboration b/w Indian reasearch groups with best in class faculty and renowned research groups in leading universities of world. The important features including modalities like eligibility, thrust areas are given below:-

  • All Indian Institutions which have overall top-100 rankings or category-wise top-100 in the India Rankings (NIRF) are eligible to apply.
  • Only those private institutions which falls in the above category and are recognized under Section 12(B) of UGC Act are eligible.
  • The partner institution shall be in the top-500 of QS World University Rankings or in the top-200 of QS World University Rankings by subject.
  • Only those joint research projects would be funded and promoted which are from the given 28 countries. The names of these countries are Australia, Austria, Belgium, Brazil, Canada, China, Denmark, Finland, France, Germany, Hong Kong, Israel, Italy, Japan, Netherlands, New Zealand, Norway, Portugal, Russia, Singapore, South Africa, South Korea, Spain, Sweden, Switzerland, Taiwan, United Kingdom(UK), United States of America(USA).

SPARC scheme will enable to jointly solve problems of national and international relevance as mentioned on the official SPARC scheme web portal at As per the eligibility criteria, 254 top Indian Institutes and 478 top ranked global Institutes have been already identified.

A set of 5 thrust areas which includes Fundamental Research, Emergent Areas of Impact, Convergence, Action-Oriented Research and Innovation-Driven) and sub-theme areas in each thrust area has been identified. These will be implemented in collaboration under SPARC based on emergent relevance and importance for the nation. Each thrust area will comprise of a section chair which will review, shortlist and recommend the joint proposals submitted under SPARC scheme.

SPARC Scheme Objectives & Details

SPARC scheme will enable productive academic cooperation by supporting the following critical components which will catalyse impact making research:-

  • Several top international faculty or researchers in Indian institutions will make visits and stay for longer duration to pursue teaching and research.
  • Regular visits by Indian students for training purposes and to perform experiments in premier laboratories worldwide.
  • SPARC scheme enables the joint development of courses, world-class books & monographs, translatable patents, demonstrable technologies or action oriented research outcomes and products.
  • An annual international conference (INDO-X workshop) would be organized in India in order to publicize, disseminate the research and academic collaboration.
  • SPARC scheme will have a major impact in providing international expertise to address major national problems, expose Indian academicians to best foreign collaborators and to provide opportunity to Indian students to work in world class laboratories.
