SERB POWER Schemes 2021 have been launched by Department of Science and Technology (DST) of central government. SERB – POWER Schemes have 2 components namely 1) SERB POWER Fellowship 2) SERB POWER Research Grants. These schemes aims to encourage emerging as well as eminent women researchers to undertake R&D activities in frontier areas of science and engineering.
SERB POWER stands for Science and Engineering Research Board – Promoting Opportunities for Women in Exploratory Research. The SERB POWER Fellowship offers personal fellowship and a research grant to top performing women researchers for a period of three years. The SERB POWER Research Grants ensure funding to undertake highly impact full research across all disciplines of Science & Technology.
In this article, we will tell you about the salient features and highlights of each component of the SERB POWER Schemes and its complete details.
SERB POWER Schemes 2021
SERB-POWER Schemes has been designed exclusively for women scientists in a function today on an e-platform. The SERB is a Statutory body of the Department of Science and Technology (DST) under Government of India. SERB has been contemplating to institute a scheme to mitigate gender disparity in science and engineering research in various S&T programs in Indian academic institutions and R&D laboratories.
Integration of the gender dimension in research design has gained considerable attention in the global scenario. Enhancement of participation and promotion of women in the research workforce is one of the prime priorities of the central government. DST through the Women Fellowship Scheme had introduced some significant women empowering policies and supported thousands of women researchers in the past. Globally, just 30% of the world’s researchers are women while 18.6% of India’s full-time R&D personnel are women.
Salient features of the SERB POWER Fellowship Scheme
Here are the salient features of the SERB POWER Fellowship Scheme 2021:-
a) Target: Women researchers in 35-55 years of age. Upto 25 Fellowships per year and not more than 75 at any point in time.
b) Components of support: Fellowship of Rs. 15,000/- per month in addition to regular income. Research grant of Rs. 10 lakh per annum. Overhead of Rs. 90,000/- per annum.
c) Duration: 3 years without the possibility of extension. Once in a career.
Salient features of the SERB POWER Research Grants Scheme
POWER Grants will empower women researchers by funding them under following two categories:-
A) Level I (Applicants from IITs, IISERs, IISc, NITs, Central Universities, and National Labs of Central Government Institutions): The scale of funding is up to 60 lakhs for three years.
B) Level II (Applicants from State Universities / Colleges and Private Academic Institutions): The scale of funding is up to 30 lakhs for three years.
In addition to this, POWER Grant will be regulated through terms of reference conforming to SERB-CRG (Science and Engineering Research Board-Core Research Grant) guidelines.
Implementation of SERB POWER Schemes
Search-cum-Selection Committee would be constituted for the purpose will help in identifying the POWER Fellowship. The existing Programme Advisory Committee (PAC) mechanism will be used to select the POWER Research Grants. It has been proposed to institute 25 SERB POWER Fellowships annually. A total of 50 Power Grants each would be sanctioned in Level 1 & Level 2 per annum.
SERB-POWER Fellowships and Grants will also serve as a benchmark of recognition in the national scenario. These schemes of the government will definitely empower women scientists and cultivate women friendly culture in our academic and research institutions and ensure more women in leadership positions in decision making bodies.
Need for SERB POWER Schemes
Various problems have been faced by women scientists like career interruptions especially related to care giving responsibilities. Such women scientists needs special attention and alternate ways of support system. The new Science Technology and Innovation Policy (STIP) 2020 will also emphasize on encouraging women scientists. The SERB Power Fellowship will be given to women researchers in the age group of 35-55 years. The fellowship will be of Rs 15,000 per month in addition to regular income, while the research grant will be of Rs 10 lakh per annum for a period of three years.
Under the SERB Power Research Grants, women researchers will be funded under two categories. The first category includes women scientists from IITs, IISERs, IISc, NITs, central universities, and national labs of the Central government institutions. They will be eligible for funding up to Rs 60 lakhs for 3 years. Level two will comprise scientists and researchers from state universities/ colleges and private academics. They will be eligible for funding up to 30 lakhs for three years.
